USD 9.7 million in international aid to be delivered to Vietnamese people in November
29/10/2025TN&MTOn October 28, at the “Ceremony to acknowledge the international community’s support for Vietnamese people affected by typhoons Bualoi and Matmo,” Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep announced that by November, all financial aid would be fully distributed to households affected by the disasters. Each household will receive cash assistance ranging from VND 2 million to VND 5 million to help them quickly stabilize their lives.
The ceremony was co-chaired by Deputy Minister Nguyen Hoang Hiep and Ms. Pauline Tamesis, United Nations Resident Coordinator in Vietnam, with the participation of Ambassadors from Australia, the Republic of Korea, Ireland, Singapore, and Canada; representatives of the Delegation of the European Union to Viet Nam, the Japan International Cooperation Agency (JICA), UN agencies, and other international organizations.

Deputy Minister Nguyen Hoang Hiep thanked the international community for its support to disaster-affected Vietnamese people and affirmed that by November, cash assistance will reach all 34,000 households nationwide
In his opening remarks, Deputy Minister Nguyen Hoang Hiep highlighted: “Within only 20 days of our appeal, we have received assistance from 30 countries and international organizations, including 9 EU member states, 20 UN agencies, and several other partners, with a total value of USD 9.7 million. Of this amount, approximately USD 7.2 million is direct cash support for affected households, and USD 2.5 million is in-kind relief assistance.”
According to the Deputy Minister, all relief items have been delivered to affected communities, except for the shipment from Singapore, which arrived in Viet Nam today (October 28). The aid packages have prioritized essential needs such as food, clean water, water filtration equipment, medical supplies, and materials and tools for house repair.
Deputy Minister Nguyen Hoang Hiep expressed his gratitude for the valuable support extended by the international community to the Vietnamese people affected by natural disasters. He affirmed that by November, 100% of the cash assistance will be distributed to 34,000 households, with support levels ranging from VND 2 million to VND 5 million per household.

Ms. Pauline Tamesis, UN Resident Coordinator, highlighted that the Disaster Risk Reduction Partnership (DRR-P) is implementing the Joint Response Plan in two phases: emergency relief and recovery, aiming to strengthen resilience and ensure no one is left behind
Speaking about the development of the Joint Response Plan (JRP), Ms. Pauline Tamesis, UN Resident Coordinator, emphasized that the Disaster Risk Reduction Partnership (DRR-P) is implementing the plan in two phases: the first three months focus on emergency relief, while the following six months aim at recovery, livelihood stabilization, and ensuring basic living conditions. She also called on Viet Nam to strengthen community resilience and ensure that no one is left behind in the process of recovery and development.
During the ceremony, delegates shared experiences in mobilizing and coordinating resources to support Vietnamese people affected by floods and storms caused by Typhoons Bualoi and Matmo, and reaffirmed their commitment to close cooperation with the Ministry of Agriculture and Environment, relevant ministries, agencies, and localities in disaster prevention and control.

H.E. Mr. Choi Youngsam, Ambassador of the Republic of Korea to Viet Nam, announced USD 1 million in new aid through IOM to support urgent needs, housing repair, and livelihood recovery in Thai Nguyen, Bac Ninh, Lang Son, and Cao Bang
H.E. Mr. Choi Youngsam, Ambassador of the Republic of Korea to Vietnam, noted that following Typhoon Yagi in 2024, the Korean Government provided USD 2 million to support Vietnam’s relief and recovery efforts. Continuing that spirit of solidarity, in light of recent disasters, the Republic of Korea has decided to provide an additional USD 1 million in aid through the International Organization for Migration (IOM), prioritizing the provinces of Thai Nguyen, Bac Ninh, Lang Son, and Cao Bang, focusing on urgent needs, housing repair, and livelihood restoration.
To better protect children and communities and enhance their resilience, Mr. Ziad Nabulsi, Acting Representative of the United Nations Children’s Fund (UNICEF) in Viet Nam, stressed: “Disaster risk reduction and resilience building are at the heart of minimizing and preventing disaster losses—fully in line with the spirit of the Disaster Risk Reduction Partnership. UNICEF, in cooperation with the Government of Japan and other partners, remains committed to supporting the Ministry of Agriculture and Environment in strengthening Vietnam’s disaster risk management system and resilience.”

Deputy Minister Nguyen Hoang Hiep urged continued international cooperation to help localities enhance disaster preparedness, restore infrastructure, and improve early warning systems
Looking ahead, Deputy Minister Nguyen Hoang Hiep called upon international partners to continue assisting local authorities in developing commune-level disaster prevention plans, enhancing the capacity of local disaster response forces, restoring public infrastructure, and improving early warning systems, while expanding international cooperation in disaster management.
At the conclusion of the ceremony, Deputy Minister Nguyen Hoang Hiep presented tokens of appreciation from the Disaster Risk Reduction Partnership to embassies and international organizations that have made significant contributions to supporting the Vietnamese people in the aftermath of the storms.
The event was not only an expression of sincere gratitude to international partners but also a testament to global solidarity and cooperation in joint efforts toward disaster response, recovery, and sustainable development.
About the Disaster Risk Reduction Partnership (DRR-P)
The Disaster Risk Reduction Partnership (DRR-P) is an inter-sectoral cooperation mechanism chaired by the Ministry of Agriculture and Environment, with the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control serving as its permanent coordinating body.
Established on October 12, 2019, DRR-P brings together 32 members, including three ministries (Agriculture and Environment, National Defence, and Industry and Trade) and 29 international organizations. The Partnership aims to enhance coordination, information sharing, resource mobilization, and policy advocacy for disaster risk reduction in Vietnam.
The Partnership is co-chaired by Deputy Minister Nguyen Hoang Hiep and UN Resident Coordinator Pauline Tamesis.
