TN&MTOn June 26, the Party Committee of Ho Chi Minh City organized a specialized conference titled ‘Key updates to the 2024 Land Law’ for the city's core cadre at all levels. Deputy Secretary of the Ho Chi Minh City Party Committee, Nguyen Ho Hai, presided over the conference, with Deputy Minister of Natural Resources and Environment Le Minh Ngan attending and directly reporting on the specialized content.

The conference was attended by leaders from the Departments, Bureaus, and functional units of the Ministry of Natural Resources and Environment; leaders from the Party Committee, the People's Council, the People's Committee, various departments and sectors, and Chief Editors from Ho Chi Minh City's media agencies. Additionally, the conference was connected online at 265 locations, with the participation of over 16,000 delegates from the Thu Duc Party Committee and the District and County Party Committees; the Party Committees of higher-level organizations under the Ho Chi Minh City Party Committee; and the city's departments, offices, and sectors.

During his presentation on the specialized content at the conference, Deputy Minister Le Minh Ngan highlighted that the 2024 Land Law has undergone nine amendments and additions. The Land Law is a crucial piece of legislation that impacts all aspects of the country's socio-economic life, national defense, security, and environmental protection; it holds a central role within the land legislation system and is interconnected with many other legal regulations.

The 2024 Land Law consists of 16 chapters, adding two more chapters compared to the 2013 Land Law. It introduces a new chapter on Land Fund Development and separates the chapter on Land Recovery and Requisition from the chapter on Compensation, Support, and Resettlement when the State recovers land.

According to Deputy Minister Le Minh Ngan, compared to the 2013 Land Law, the 2024 Land Law introduces many new, groundbreaking points that meet the requirements for the comprehensive completion of policies and legislation on land management and use, aligned with the socialist-oriented market economy development system. The new law addresses overlapping and conflicting policies and laws related to land.

Furthermore, it establishes a modern, transparent, and efficient land management system, promotes administrative procedure reform, advances digital transformation, enhances the land access index, fosters democracy, and reduces land-related complaints. It also contributes to the commercialization of land use rights, promotes a transparent real estate market, and creates momentum for Vietnam to become a high-income developed country.

Deputy Minister Le Minh Ngan emphasized that in recent times, the Government and the Ministry of Natural Resources and Environment (MONRE) have focused on accelerating the development of guiding documents within their authority and enhancing the dissemination of the new highlights of the 2024 Land Law to various audiences. At the 7th session, the Government submitted a proposal to the National Assembly to approve the 2024 Land Law, which is expected to come into effect on August 1, 2024, five months earlier than initially planned. This accelerated implementation aims to meet the urgent demands of real life, unlock resources, and maximize the great value of land resources, fulfilling the expectations of localities, people, and businesses.

Deputy Minister Le Minh Ngan also noted that during the process of drafting and finalizing the amended Land Law, the Ministry of Natural Resources and Environment, as the drafting agency, received significant contributions from the Standing Committee of the Ho Chi Minh City Party Committee, the National Assembly Delegation, the People's Committee, the Vietnam Fatherland Front, and various departments and sectors of Ho Chi Minh City. At the conference, Deputy Minister Le Minh Ngan outlined the new points of the 2024 Land Law. The structure of the 2024 Land Law is scientific and logical, making it easier for state management agencies and land users to access and apply. The law also clarifies and defines 22 additional concepts, including entirely new ones such as Value Regions, Buffer Zones, and Lease Rights in Land Lease Contracts.

Deputy Minister Le Minh Ngan further elaborated on the important new points of the 2024 Land Law, including the State's powers and responsibilities, citizens' rights and obligations concerning land, land users' rights and obligations, land use planning and plans, land recovery and requisition, compensation, support, and resettlement when the State recovers land, development, management, and exploitation of the land fund, land allocation, land leasing, land use purpose conversion, land registration, issuance of land use rights certificates, land finance and land pricing, and administrative procedures on land.

After presenting the new points of the 2024 Land Law, Deputy Minister Le Minh Ngan also urged Ho Chi Minh City to focus on building and promptly completing a system of legal documents under the jurisdiction of the local government. This will ensure the effective implementation of the new policies of the 2024 Land Law, contributing to the city's socio-economic development, national defense and security, environmental protection, and sustainable development.

According to the plan of the Ho Chi Minh City Party Committee, immediately after the conference, the Party Committees under the Ho Chi Minh City Party Committee, the Vietnam Fatherland Front of Ho Chi Minh City, and various political and social organizations, along with the team of reporters at all levels and grassroots propagandists, will intensify the dissemination to ensure that the city's cadres, party members, and people fully understand the regulations, especially the new points of the 2024 Land Law. It is expected that later in the afternoon, the Ministry of Natural Resources and Environment and the People's Committee of Ho Chi Minh City will jointly organize a conference to address difficulties and obstacles in implementing the 2024 Land Law and to gather feedback on the draft decree guiding the implementation of the 2024 Land Law.
