
Holding international conferences to discuss Draft Law on Geology and Mineral Resources
11/03/2024TN&MTOn March 7th, Deputy Minister of Natural Resources and Environment Tran Quy Kien chaired a meeting with the Vietnam Mineral Resources Department, the Vietnam Geological Department, and the International Cooperation Office to discuss the organization of an international conference to gather input on the Draft Geological and Mineral Law. The conference, which aims to exchange and learn from international experiences in state management of geology and minerals, will be jointly organized by the Ministry of Natural Resources and Environment in collaboration with the National Assembly's Committee on Sci-Tech and Environment and the Australian Embassy on March 13th, 2024, in Hanoi.

Deputy Director of the Vietnam Mineral Resources Department Mr. Mai The Toan said that the conference delegates would exchange international experiences in law development and issues related to state management of minerals to ensure the quality of the Draft Geological and Mineral Law and related matters.
Specifically, there will be over 10 main discussion groups, including: resource tax calculation and application, mineral mining rights issuance fees (relationship between mineral mining rights issuance fees and resource taxes); auction methods for mineral mining rights; mortgaging, capital contribution to mineral mining rights (mortgaging mining permits); transfer of exploration and mineral mining rights; estimation of mineral resources and reserves, associated minerals.
Additionally, there will be discussion groups on mineral exploration in restricted areas; inspection, monitoring; provision of information on exploration, mining; mining permit issuance; investment challenges in different stages of mining in different legal areas; important aspects of environmental regulations in mining; scope of the law: defining terms, considering water, petroleum content; mineral processing and export, mineral classification, etc.
Deputy Minister Tran Quy Kien tasked the Vietnam Mineral Resources Department to lead and coordinate with the Vietnam Geological Department and the International Cooperation Office to draft a specific scenario.
The planned topics for presentation include: Introduction to the law-building context, an overview of the Draft Geological and Mineral Law; sharing perspectives from companies operating in the mineral sector on difficulties and obstacles in mining activities in Vietnam; sharing perspectives from foreign companies/foreign investors operating in Vietnam; sharing experiences from international experts in the law development process; issues related to state management of mining activities; issues related to mining activities, etc.; sharing perspectives from localities; Vietnam's geological and mineral policies and other related topics.
In conclusion, the Vietnam Mineral Resources Department was tasked to lead and coordinate with the Vietnam Geological Department and the International Cooperation Office to draft a specific scenario regarding the number of attendees, including international and domestic delegates, as well as the number of attendees participating in-person and online.
Furthermore, the Vietnam Mineral Resources Department was also requested to coordinate with relevant units to thoroughly survey the conference venue to ensure that attending delegates have a reasonable view, thereby devising an appropriate operational plan.
