The Ministry of Natural Resources and Environment highlights key points of the 2024 Land Law in Thanh Hoa province
21/08/2024TN&MTOn July 2, in Thanh Hoa province, the Standing Board of Thanh Hoa Provincial Party Committee held a training conference to update new knowledge for provincial leaders and managers for the second quarter of 2024. The focus of the conference was on "Key new points of the 2024 Land Law," conducted through a combination of in-person and online formats. Deputy Minister of Natural Resources and Environment Le Minh Ngan attended and presented the key contents of the topic.

Attending the conference at the Provincial Party Committee’s venue were: Do Trong Hung, Member of the Party Central Committee, Secretary of the Party Committee and Chairman of the People’s Council of Thah Hoa province; Lai The Nguyen, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation; Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; members of the Provincial Party Executive Committee; Vice Chairpersons of the Provincial People’s Council and People’s Committee; Vice Head of the Provincial National Assembly Delegation; leaders of provincial departments, agencies, and mass organizations; Secretaries and Deputy Secretaries of Party Committees and Party Delegations; full-time National Assembly deputies; leaders of the Provincial Party Committee’s departments, the Provincial Inspection Committee, and the Provincial Party Committee’s Office.
The conference was held through a combination of in-person and online formats, connecting the Provincial Party Committee’s venue with 28 district-level venues and equivalents, 29 department and agency venues, and 558 venues in communes, wards, and townships throughout the province, with a total of 28,390 participants.

In his presentation, Deputy Minister Le Minh Ngan highlighted that the 2024 Land Law, which was passed by the National Assembly on January 18, 2024, during the 5th Extraordinary Session of the 15th National Assembly, will come into effect on January 1, 2025. However, due to the country's development needs and the critical importance of the law—an essential law that impacts all aspects of economic, social, national defense, security, and environmental protection— the Government has submitted to the National Assembly an amendment to several laws, allowing the 2024 Land Law to take effect on August 1, 2024.
According to Deputy Minister Le Minh Ngan, the 2024 Land Law introduces comprehensive reforms compared to the 2013 Land Law. The law comprises 16 chapters with 260 articles, including amendments and supplements to 180 out of 212 articles of the 2013 Land Law and 78 new articles. The law has improved the land-related institutional framework and policies to align with the socialist-oriented market economy's development. It resolves overlapping and conflicting issues in land-related policies and laws, addresses practical issues in land management and usage, enhances land management in terms of area, quality, and economic value, and ensures a harmonious balance between the rights and interests of the State, land users, and investors.
Additionally, the law promotes the commercialization of land-use rights, develops a transparent and healthy real estate market, establishes a modern, transparent, and efficient land management system, accelerates administrative reforms, digital transformation, and improves land accessibility. It also strengthens democracy and limits land-related complaints and lawsuits.
Deputy Minister Le Minh Ngan also introduced several key points and new highlights of the 2024 Land Law, such as the abolition of the land price framework, the issuance of new land price lists from January 1, 2026; the granting of land-use rights certificates (LURCs) for land without legal documents before July 1, 2014; the granting of LURCs for land granted beyond authority after 2014; increased cases of land-use fee exemptions and reductions; diversified forms of compensation for people whose land is expropriated; land can only be expropriated after resettlement housing has been handed over; additional support for people whose land is expropriated; allowing non-agricultural producers and enterprises to receive the transfer of rice-growing land; increasing the limit for receiving agricultural land transfers; expanding land-use rights for overseas Vietnamese, among others.
In his concluding remarks, on behalf of the provincial leaders, Permanent Deputy Secretary of the Provincial Party Committee Lai The Nguyen expressed his sincere appreciation to Deputy Minister Le Minh Ngan for taking the time to directly convey and introduce the new and essential points of the 2024 Land Law. This serves as a crucial foundation for the provincial levels, sectors, and localities to study and apply.

Permanent Deputy Secretary Lai The Nguyen suggested that the Standing Committees of the district-level Party Committees lead and direct the People’s Committees at all levels to develop specific and detailed plans to widely disseminate the 2024 Land Law to cadres, Party members, and the public through various forms and methods, ensuring the law is quickly implemented in practice. For key provincial officials, it is essential to deeply and accurately understand the law’s content, thereby effectively applying the 2024 Land Law to their work.
He also recommended that the Party Committee of the Provincial People’s Committee lead and direct the People’s Committee to strengthen the widespread dissemination of the 2024 Land Law across all levels and sectors. Additionally, they should review regulations that are no longer consistent with the 2024 Land Law to repeal, amend, supplement, or propose the competent authorities to repeal, amend, or supplement. At the same time, they should promptly issue new legal documents to implement the 2024 Land Law as per the assigned authority.
