Progress report on the development of national enviromental technical standards

TN&MTOn March 9th in Hanoi, the Environmental Pollution Control Department reported on the progress of developing national environmental technical standards. Deputy Minister of the Ministry of Natural Resources and Environment, Mr. Vo Tuan Nhan, chaired the meeting and provided guidance.

According to the report by the Environmental Pollution Control Department, they have been tasked with developing 28 national environmental technical standards (QCVN) in Vietnam, including 8 QCVN on ambient environmental quality, 7 QCVN on waste, 7 QCVN on waste management, 5 QCVN on managing imported scrap materials for production, and 1 QCVN on limits for certain non-degradable pollutants in raw materials, fuels, materials, products, goods, and equipment.

To date, 14 QCVNs have completed the review and are awaiting issuance, 1 QCVN is currently under review, 3 QCVNs are in the review process by the Department of Science and Technology, and 10 QCVNs are in the process of development and refinement.

Regarding the QCVNs related to ambient environmental quality, 5 QCVNs are awaiting the Minister's approval (covering ambient air, surface water, groundwater, seawater, and maximum allowable limits for certain pollutants in soil), and 3 QCVNs on environmental quality regarding noise, vibration, and sediment are currently being finalized.

The 7 QCVNs related to waste, including industrial emissions, industrial wastewater, livestock wastewater, domestic wastewater, and wastewater from urban areas, are currently being reviewed and adjusted based on the opinions of the Ministry of Science and Technology. Additionally, 2 QCVNs regarding drilling fluids and drilling waste from offshore oil and gas projects are awaiting review by the Department of Science and Technology.

About the 7 QCVNs on waste management, which include heat treatment of medical waste, hazardous waste thresholds, waste incineration, co-processing of waste in cement kilns, recycling of used oils, on-site wastewater treatment facilities, and sanitary landfills, several workshops have been organized by the Environmental Pollution Control Department to gather input from experts and localities. Regarding the QCVN on recycling used oils, the Department of Science and Technology has provided review comments, and the Environmental Pollution Control Department is finalizing the documentation for submission to the Ministry of Natural Resources and Environment.

According to Deputy Minister Vo Tuan Nhan of the Ministry of Natural Resources and Environment, national environmental technical standards are the basis for implementing the Environmental Protection Law of 2020 and related guidance documents. He emphasized the need to apply the experiences of countries with modern standards, such as South Korea, while also conducting research and adjusting parameters to align with Vietnam's practical conditions.

To continue the assigned tasks, Deputy Minister Vo Tuan Nhan suggested that the Environmental Pollution Control Department continue its research and listen to feedback to further refine the draft QCVNs and submit them for issuance as required. Additionally, proposals for a list of new standards that need to be issued should be made to ensure compliance with the 2020 Environmental Protection Law's requirements.
