
Deputy Minister Le Minh Ngan discusses land administration with Japan: Strengthening bilateral cooperation

The meeting with Deputy Minister Amakawa Hirofumi and technical departments of MLIT reaffirmed both countries’ commitment to strengthening technical cooperation and knowledge exchange in the field of land administration—an area of strategic significance for sustainable development.
Sharing experience in land valuation: Transparency, decentralization, and data-driven approaches
During the meeting, Deputy Minister Le Minh Ngan commended Japan’s land administration system, particularly its experience in designing and operating a transparent, decentralized, and data-based land valuation mechanism. He emphasized that these insights are especially relevant to Viet Nam as it moves to implement the 2024 Land Law and refine the governance framework between central and local authorities.

Deputy Minister Le Minh Ngan underlined that Japan’s model—featuring clear delineation of responsibilities across government levels, public access to land valuation information, and evidence-based policymaking—offers valuable lessons for improving state management, minimizing land-related disputes, and fostering social consensus in Viet Nam.
Deputy Minister Amakawa Hirofumi welcomed the interest shown by the Vietnamese Ministry of Agriculture and Environment and expressed support for enhanced bilateral cooperation in land resources, particularly in areas related to valuation systems and technological applications. Both sides agreed to explore more avenues for professional and technical collaboration in the near future.
Following the official meeting, MLIT departments gave a detailed presentation on Japan’s integrated land valuation system, highlighting its emphasis on data transparency, national data standardization, and improved administrative efficiency across both public and private sectors.
Advancing technical cooperation and technological application in land management
Continuing the mission, the Vietnamese delegation held in-depth discussions with the Japan Association of Real Estate Appraisers (JAREA) and the Committee on Information Security Applications. The sessions focused on Japan’s national real estate transaction database and its transparent retrieval systems—both seen as increasingly essential for market regulation and public trust.

On July 22, the delegation had visited the Japan Real Estate Institute (JREI), a leading institution in developing land valuation methodologies for public policy. The exchange helped clarify Japan’s data-driven and empirically grounded approaches, which closely align with Viet Nam’s current reform priorities.
On July 24, the delegation is scheduled to meet with PASCO Corporation, a leading Japanese technology company specializing in geographic information systems (GIS). Discussions are expected to center on the use of GIS for managing fixed assets and public infrastructure—an area Viet Nam is actively developing in its digital transformation of the natural resources and environment sector.
This series of engagements has not only provided valuable practical insights to support Viet Nam’s land law reform but has also laid the groundwork for expanded technical cooperation and technology transfer between government agencies, research institutions, and enterprises of the two countries.
Deputy Minister Le Minh Ngan’s visit reflects Viet Nam’s proactive and open approach to learning from advanced models of land administration in support of institutional reform and sustainable development. These early steps in cooperation with Japan are helping to establish a solid foundation for building a more transparent, effective, and modern land management system in the years to come.
