Ministry of Natural Resources and Environment disseminates the 2024 Land Law in Thua Thien - Hue province
05/08/2024TN&MTOn June 25th, the Thua Thien Hue provincial People's Committee organized a conference to disseminate and train on the 2024 Land Law, addressing difficulties and challenges in the land sector. The conference was presided over by Deputy Minister of Natural Resources and Environment, Le Minh Ngan.

The conference also saw the participation of representatives from various departments, units under the Ministry of Natural Resources and Environment (MONRE); leaders of Thua Thien - Hue Province; leaders of local departments, agencies, and enterprises; and connections via online platforms to district and commune-level localities.
Implementing the 2024 Land Law
In his opening remarks, Chairman of the Thua Thien Hue provincial People's Committee Nguyen Van Phuong highlighted that the conference holds significant importance for the province. It will help resolve "bottlenecks" and long-standing issues in the implementation of the Land Law in the area, ensuring correct application according to regulations.

“The conference contributes to the extensive and timely dissemination of land policy laws, especially the new and important provisions of the Law, aiming to raise awareness and enhance the effective enforcement of land policies in the province. It also helps reduce legal violations and complaints in the land sector. Attendees should focus on studying the new contents of the 2024 Land Law presented by MONRE leaders and heads of departments to effectively implement them at the local level. Additionally, they should review documents, engage in discussions to clarify the Law's provisions, particularly the new and crucial ones, and thus provide guidance for addressing legal issues in the future," Mr. Phuong emphasized.
At the conference, Deputy Minister Le Minh Ngan highly appreciated the cooperation and contributions of Thua Thien - Hue Province in law-making and state management in the field of natural resources and environment. He acknowledged the province's close and effective cooperation during the drafting, commenting, and revising process of the 2024 Land Law until its approval by the National Assembly.

The Deputy Minister emphasized that the 2024 Land Law is a critical legislation affecting all aspects of the country’s socio-economic life, national defense, security, and environmental protection. Compared to the 2013 Land Law, the 2024 version includes many groundbreaking new provisions. To ensure the Law is implemented in a timely manner, the government and MONRE have issued an implementation plan, prepared guiding documents, and utilized various forms of communication to ensure the Law takes effect promptly. Although the Law is scheduled to take effect on January 1, 2025, the government has proposed to the Standing Committee of the National Assembly for it, along with three other laws, to take effect from August 1, 2024. The government believes that early enforcement of the Land Law will unlock resources, stimulate potential, and maximize land resource values, meeting the expectations and aspirations of localities, businesses, and the public.

Deputy Minister Le Minh Ngan also introduced some key highlights of the 2024 Land Law, detailing new aspects across its 16 chapters and 260 articles, focusing on chapters such as Chapter 5: Land Use Planning; Chapter 7: Compensation, Support, Resettlement upon State Land Acquisition; Chapter 9: Land Allocation, Leasing, and Land Use Purpose Changes; and Chapter 10: Land Registration, Issuance of Land Use Rights Certificates, House Ownership, and Other Assets Associated with Land.
Addressing challenges
On the same day, MONRE and the People’s Committee of Thua Thien - Hue Province held a conference on “Guidelines for Resolving Land Procedures for Investment Projects in Thua Thien - Hue Province,” discussing and resolving difficulties and obstacles in land-related issues with provincial leaders and relevant departments, agencies, and localities.
With a direct and straightforward approach, MONRE leaders and representatives from its affiliated units shared and addressed challenges encountered in the implementation of certain land-related issues in Thua Thien - Hue.
In concluding the conference, Mr. Nguyen Van Phuong emphasized the critical importance of the discussions with MONRE for addressing long-standing unresolved issues in the land sector. He urged local departments, units, and localities to continue studying the 2024 Land Law, seriously implement and widely disseminate its contents to officials, civil servants, and the public, and raise awareness about land policy laws among agencies, organizations, households, and individuals according to the Law's implementation plan.
