Attending the meeting were Deputy Minister of Natural Resources and Environment Le Cong Thanh, Standing Deputy Head of the Secretariat for JETP and leaders and representatives of the ministries: Industry and Trade, Planning and Investment, Finance, Agriculture and Rural Development, Science and Technology, Foreign Affairs, Transport, Labor - Invalids and Social Affairs, Police, State Bank of Vietnam, Commission for the Management of State Capital at Enterprises and leaders of a number of units under the Ministry of Natural Resources and Environment.

Report on the implementation of the Political Declaration on establishing the Just Energy Transition Partnership (JETP), Mr. Tang The Cuong, Director of the Department of Climate Change (Ministry of Natural Resources and Environment) informed that implementing tasks assigned by the Prime Minister, the Ministry of Natural Resources and Environment chaired and coordinated with relevant ministries and agencies to develop the JETP implementation project, which was approved by the Prime Minister in Decision No. 1009/QD-TTg dated August 31, 2023.
The objectives of the Project are to successfully implement the JETP Declaration associated with promoting the development of renewable energy, economical and efficient use of energy, contributing to the achievement of the net zero emission target in 2050; Developing the energy industry in harmony between sub-sectors with synchronous and smart infrastructure on the basis of ensuring national energy security and development goals, ensuring the just energy transition. Receiving and effectively using support from international partners in technology transfer, administration, human resource training, and financial provision for the implementation of the JETP Declaration, contributing to the implementation of Resolution No. 55 -NQ/TW of the Politburo on the orientation of Vietnam's National Energy Development Strategy, implementing the Global Declaration on the transition from coal power to clean energy. The project sets specific objectives for 2030 and the period after 2030 with 10 key task groups.

In addition, in recent times, the Ministry of Natural Resources and Environment has coordinated with relevant ministries and agencies along with members of International Partners Group (IPG) to develop a draft plan to mobilize resources to implement JETP Declaration. The plan sets out a roadmap to achieve the goals of a just energy transition and mobilizes the financial resources needed to implement JETP.
At the meeting, the outline of the Resource Mobilization Plan for JETP implementation was presented to get comments from the Secretariat, in which the structure and main content focused on developing overall investment needs for the just energy transition in Vietnam such as: Priority contents of the energy sector; Emission trends in the energy sector; Overall need for investment finance for the just energy transition in Vietnam; Evaluation framework: general and specific priorities for projects; Overall priorities for implementing the JETP Declaration, etc.

At the meeting, representatives of the Ministries of Industry and Trade, Finance, Planning and Investment, Foreign Affairs, Science and Technology, State Bank of Vietnam, Commission for the Management of State Capital at Enterprises highly appreciated and agreed with the outline of the Plan to mobilize resources for JETP implementation, at the same time, added comments to the draft such as requiring additional guiding documents from the Secretariat to organize units to establish mission teams to perform the task.
Delegates suggested that the content and connotation of the general assessment framework should be supplemented and clarified; Mobilization of financial resources must be placed within the legal framework, taking into account feasibility and must be balanced with implementation, limiting constraints for Vietnam when receiving financial resources. Mobilizing resources for JETP implementation always requires the participation of businesses, so it is necessary to have tax incentive policies for businesses to choose; In addition, when implementing the just energy transition, it should pay attention to the affected groups to ensure their lives...

For implementing JETP, the Prime Minister recently approved the National Power Development Master Plan for the period of 2021 - 2030, with a vision to 2050 (Master Plan VIII) in Decision No. 500/QD- TTg dated May 15, 2023; National Energy Master Plan for the period of 2021-2030, vision to 2050 in Decision No. 893/QD-TTg dated July 26, 2023; The project for the implementation of JETP Declaration was approved by the Prime Minister in Decision No. 1009/QD-TTg dated August 31, 2023.
Concluding the meeting, Minister Dang Quoc Khanh, Head of the Secretariat for JETP implementation, acknowledged the full participation, responsibility, contribution, giving opinions, and consultation to the Secretariat for JEPT of the Ministries, branches. The Minister emphasized that JETP is a new and complex issue, it is also a global partnership with the goal of energy transition, technology transformation towards green transformation, emission reduction, and low-carbon economic development. The implementation of JETP is related to the functions and tasks of many ministries, branches, localities and business activities. JETP receives great attention from international partners and they highly appreciate Vietnam's efforts. Each partner has its own priorities and all have expectations in the Resource Mobilization Plan (RMP).
The development of the Resource Mobilization Plan requires the active participation of the JETP Implementation mission teams. Minister Dang Quoc Khanh requested the Institutional, Policy and Investment team, Finance team, Technology and Energy team needs to proactively deploy related content and connect all parties to work and discuss with ministries, branches and businesses in the process of developing a Resource Mobilization Plan; Complete the dossier and submit it to the Prime Minister for review and approval.

The Minister recommended that during the implementation, teams should closely follow Decision 1009/QD-TTg on approving the Project on the implementation of the Political Declaration on establishing the just energy transition partnership to specifically develop plans that are linked to practice; Just energy transition must ensure national energy security and ensure people's livelihoods during the transition; When conducting consultations with international partners, it is necessary to comply with Vietnam's legal regulations and not affect common policies; Coordinate with businesses so that businesses accompany the Government to implement committed goals.
In addition, the Minister also suggested that there should be a direction for propaganda, dissemination of information and regular consultation with relevant parties to clearly see that the development of the RMP is a joint effort of Vietnamese ministries and branches with the wide participation of international organizations, political and social organizations, scientists, etc.
The project on implementation of the Political Declaration on establishing the just energy transition sets out 10 key task groups:
(1). Improve institutions and policies to promote energy transition;
(2). Promote the transition from coal power to clean energy;
(3). Develop industrial and service ecosystems for renewable energy;
(4). Use energy economically and efficiently;
(5). Upgrade power transmission and distribution systems, accelerate the roadmap to build smart power system and develop energy storage system;
(6). Convert to green energy, reduce greenhouse gas emissions in the transportation industry;
(7). Innovate, develop and transfer technology;
(8). Ensure equity in energy transition;
(9). Communication and awareness raising;
(10). Promote cooperation and mobilize resources for a just energy transition.
The project proposes a list of 48 specific tasks and 3 groups of priority tasks to implement the JETP Declaration from now to 2025 including: i) Group of power transmission grid investment projects; ii) Group of battery storage and pumped storage hydropower projects; iii) Group of offshore wind power development projects.
