Vietnam and Russia collaborate on offshore mineral exploration: A strategic step forward

Deputy Minister Tran Quy Kien held a significant working session with a delegation from the Russian Federation

Strengthening Vietnam-Russia cooperation in marine geology

The Russian delegation included representatives from FESCO Transportation Group, the All-Russian Research Institute for Geology and Mineral Resources of the World Ocean (VNIIOkeangeologia), and Marion Group. Vitalievich Shumskiy, Director of VNIIOkeangeologia, emphasized Russia’s commitment to meeting procedural requirements to ensure the offshore mineral exploration project moves forward effectively. With extensive expertise in seabed mineral resources and geological surveys, the institute has assembled a specialized team ready to conduct on-site investigations to support Vietnam.

Dmitry Melikhov, CEO of Marion Group, highlighted the company’s 32 years of experience, rooted in the legacy of the Saint Petersburg Mining Institute. Marion Group, a leader in mineral sector operations, aims to share its vast knowledge and assist Vietnam in offshore exploration activities. This collaboration underscores the deep historical ties between the two nations in natural resource development, particularly in oil and gas exploration.

Vietnam’s strategic approach to marine mineral exploration

Deputy Minister Tran Quy Kien expressed Vietnam’s appreciation for Russia’s support in mineral research. He reaffirmed the Ministry's commitment to advancing the project, which aligns with the Intergovernmental Committee’s agreements on Vietnam-Russia cooperation. As Vietnam’s first offshore mineral exploration initiative, this project is expected to open new avenues for bilateral collaboration and resource management.

Mr. Mai The Toan, Deputy Director of the Department of Geology and Minerals of Vietnam, outlined specific areas where Vietnam seeks Russian expertise:

  • Planning and Methodologies: Adopting strategic approaches for offshore mineral exploration.
  • Environmental Assessments: Utilizing strategic environmental evaluation tools to promote sustainable development.
  • Regulatory Frameworks: Developing principles to regulate offshore exploration and mining activities.
  • Control Systems: Establishing robust mechanisms for monitoring and managing offshore mineral extraction.

These priorities highlight Vietnam’s focus on both sustainable development and resource efficiency, ensuring compliance with national laws and international standards.

Environmental safeguards and human resource development

Environmental protection emerged as a focal point during discussions. Vitalievich Shumskiy emphasized that environmental considerations are critical in offshore mineral projects, citing the increasing global shift from geological to environmental leadership in seabed resource management organizations. Russia’s willingness to share technical expertise and provide training for Vietnamese professionals reflects a commitment to responsible and sustainable practices.

Deputy Minister Tran Quy Kien concluded the meeting by reaffirming the Ministry’s dedication to the project

Both VNIIOkeangeologia and Marion Group pledged to assist Vietnam in enhancing its capacity for geological assessments and environmental monitoring. Training programs and technical exchanges will equip Vietnamese experts with the knowledge needed to manage complex offshore operations effectively.

The inclusion of this collaborative initiative in the 25th Intergovernmental Committee Meeting’s agenda signals the project’s strategic importance. By involving key stakeholders such as Marion Group, FESCO, and VNIIOkeangeologia, the partnership aims to integrate advanced Russian technology and expertise into Vietnam’s resource development efforts.

Deputy Minister Tran Quy Kien concluded the meeting by reaffirming the Ministry’s dedication to the project. As the first offshore mineral exploration initiative in Vietnam, the collaboration holds immense potential for unlocking marine resource opportunities while adhering to international standards.

This project not only exemplifies Vietnam’s ambition to advance its marine economy but also strengthens its partnership with Russia in natural resource management. With mutual commitment and strategic vision, Vietnam and Russia are poised to set a benchmark for sustainable offshore mineral exploration in the region.

The successful implementation of this initiative is expected to pave the way for future collaborations in resource exploration and processing. By combining Vietnam’s growing economic potential with Russia’s technological expertise, the project underscores the value of international partnerships in addressing global resource challenges. The groundwork laid during this meeting will undoubtedly shape the trajectory of Vietnam’s marine economy and its role in sustainable development on the global stage.
