The Ministry of Natural Resources and Environment promotes the 2024 Land Law in Quang Nam province

TN&MTOn July 5, the People's Committee of Quang Nam province, in collaboration with the Ministry of Natural Resources and Environment (MONRE), organized a conference to disseminate, propagate, and train on the implementation of the 2024 Land Law. The event was held in a hybrid format, combining in-person and online participation, with over 259 connection points from district, town, and city-level People’s Committees, as well as various organizations and units within the province.

The conference was chaired by Le Van Dung, Chairman of Quang Nam People's Committee, with the participation of Deputy Minister of Natural Resources and Environment Le Minh Ngan, who directly reported on the important new features of the 2024 Land Law.

In his speech at the conference, Deputy Minister Le Minh Ngan acknowledged and highly appreciated the cooperation and contributions of Quang Nam province in the process of drafting legal documents and in the State management of natural resources and the environment within the province. He highlighted that Quang Nam province had closely and effectively collaborated during the drafting, feedback, amendment, and supplementation process of the Land Law until its approval by the National Assembly on January 18, 2024.

Deputy Minister Ngan emphasized that the 2024 Land Law is a crucial piece of legislation impacting all aspects of the country's socio-economic life, national defense, security, and environmental protection. Compared to the 2013 Land Law, the 2024 Land Law has institutionalized many new, groundbreaking provisions.

Recently, MONRE has advised the Government and the Prime Minister to issue decisions to implement the 2024 Land Law nationwide and has also organized a national conference on the law's implementation. 

Furthermore, MONRE has coordinated with the Ministry of Justice to conduct a national legal conference on the Land Law, collaborated with the Party Central Committee Commission for Popularization and Education to organize a national conference for reporters, and actively worked with localities to implement the law.

These conferences are essential for updating the main content and new points of the Land Law, ensuring that, along with the Government's guiding decrees and local authorities' legal documents, there will be a comprehensive legal basis for the law's enforcement starting on August 1, 2024.

At the conference, Deputy Minister Le Minh Ngan presented the new and core contents of the 2024 Land Law that need to be clarified, focusing on several chapters such as land recovery and requisition; land allocation, land lease, and land use purpose conversion; compensation, support, and resettlement when the State recovers land; and land allocation, land lease, and land use purpose conversion.

Deputy Minister Ngan also urged Quang Nam Province to focus on developing and quickly completing the system of legal documents within the jurisdiction of the local government. This is to ensure the effective implementation of the new policies of the 2024 Land Law, contributing to the province's socio-economic development, national defense, security, environmental protection, and sustainable development.

In concluding the conference, on behalf of the provincial leadership, Chairman Le Van Dung of the Quang Nam People’s Committee expressed his sincere thanks to Deputy Minister Le Minh Ngan for taking the time to directly communicate and introduce the new and core contents of the 2024 Land Law. He stressed that this is an important basis for provincial levels and sectors to study and apply.

Chairman Le Van Dung requested that immediately following this conference, all Party committees under the Provincial Party Committee and their leaders must strengthen their focus on disseminating and propagating the contents of the 2024 Land Law, considering it a key task to raise awareness and legal compliance among all levels, sectors, and people during the implementation process.

Furthermore, he called for the early institutionalization of the provisions of the 2024 Land Law through legal documents under the authority of relevant agencies, ensuring no legal gaps during the transition between the old and new law.

The Department of Natural Resources and Environment, the Department of Justice, and district-level People’s Committees were tasked with effectively coordinating the regular and continuous propagation and dissemination of the new points of the 2024 Land Law. The Department of Natural Resources and Environment and the Department of Agriculture and Rural Development were also assigned to collaborate and advise the Provincial People’s Committee in submitting legal documents to the Provincial People’s Council for the timely implementation of the 2024 Land Law.

“These are essential tasks that the provincial levels, sectors, and localities in Quang Nam Province must undertake in the coming period to ensure the timely and synchronized implementation of the 2024 Land Law, which was approved by the National Assembly to take effect on August 1, 2024. Through this, we will maximize land resources, contributing to the successful and sustainable achievement of the province's socio-economic development goals,” emphasized Chairman Le Van Dung.

It is expected that later in the day, the MONRE and the Quang Nam People's Committee will co-organize a conference to address challenges and difficulties in the implementation of State management of land within the province.
